IEC appoints Element engineer to head committee

IEC has appointed Element Materials Technology’s Simon Barrowcliff as the new chair of its technical committee covering electrotechnical equipment.

Barrowcliff, who is a senior technical specialist at Element, will chair IECEE, the IEC System of Conformity Assessment Schemes for Electrotechnical Equipment.

According to IEC, Barrowcliff has been a long-standing, active member of the IECEE community, and currently also works as IECEE Treasurer, as well as convenor of IECEE WG 10 (Maintenance of the IECEE Rules and Operational Documents) and WG 18  (Financial Outlook). The standards agency said he will continue to hold these roles until suitable replacements are appointed.

Barrowcliff, who has also contributed articles to CET&D, has been an an active participant in the IEC Conformity Assessment Board (CAB) for 15 years, having served as both Member and Alternate for the UK between 2009 and 2022. In 2023 he received the IEC 1906 award in recognition of his contributions to IECEE.

Barrowcliff is a chartered electrical engineer with more than 35 years’ experience in product testing, assessment and certification, and also currently chairs the UK committee for the IECEE, the IEC CAB mirror committee in the UK and the UKEX Approved Bodies Group, IEC said.

According to IEC, he is also an active member of BSI Electrotechnical Standardization Strategic Advisory Council and the BSI Conformity Assessment Policy Committee (CAPC).

At Element, Barrowcliff is a member of the senior leadership team within the Connected Technologies, holding the position of Senior Technical Specialist for the global certification and market access business.

In this role, he is responsible for establishing Element’s IECEE and IECEx testing and certification businesses, as well as their Notified Body and Approved Body services for hazardous area (ATEX) equipment in both the UK and the Netherlands.
